  1. Brown the minced beef and the spring onions in a little butter in a frying or saute pan.
  2. Add the pepper, tinned tomatoes and cook uncovered until slightly thickened and beef is cooked through.
  3. In the meantime, cook the pasta as per the packet instructions; drain and set aside.
  4. Stir in the cream cheese and the grated cheeses, plus a little salt to taste, and stir well.
  5. Cover for 2-3 minutes to melt cheeses.
