Heat enough oil to cover bottom of large, heavy pan until oil is sizzling.
Brown steak on a high heat, in batches if required, turning when brown on one side. Once browned all over, remove and set aside.
Reduce heat; add onions and garlic to pan and cook over a low heat until soft.
Return meat with its juice to pan; add plum tomatoes, carrots, stock, chillies, oregano, cumin, worcestershire sauce and soy sauce and bring liquid to a boil.
Reduce heat and simmer very gently, partially covered, 2 to 2.5 hours or until meat is tender
Ten or so minutes before serving, cook rice as per packet instructions
Just before serving, break the meat up into bite-size pieces
Season with salt and pepper and serve over cooked rice.
