  1. Add the water into a wok, with lid removed, and heat to boiling over a high heat.
  2. Add onions and blanch them for 3-4 minutes then drain. Discard the water and dry the wok.
  3. Dust the beef with the plain flour. Add the oil to the wok and heat until it bubbles over a high heat.
  4. Add beef cubes and quickly brown on all sides, in batches if required, for 2-3minutes. Remove beef and keep warm.
  5. Lightly brown the shallots and garlic in the wok over a medium heat and then add the beef back into the wok.
  6. Add remaining ingredients and then cover and simmer over low heat about 1.5 hours or until meat is tender.
  7. Remove the bay leaf prior to serving and serve with cooked rice or simply with freshly sliced bread.
